【摘要】：公共卫生是面向区域内全人群、全社会提供的卫生服务，是覆盖面最大、公益性最强、收效最好的社会事业和公共产品。本文用公共政策与制度分析的研究框架对公共卫生进行了制度分析,从制度的角度对公共卫生进行了重识。

Abstract : The public health is the service facing the entire crowd in the region and providing them the hygienic service. It is also the society enterprise and the public product having the biggest coverage, the strongest public welfare and the best result .This article analysis the public health using the system of Institutional Analysis and Public Policy , and from the system angle reviews the public health.
